I do recommend you level up to 50 before taking on Lilith, as you'll need all the items and help you can get.
When I took on Lilith for the first time, I was level 50, and Diablo 4's final boss was level 49. Lilith, on the other hand, has a wide open space for you to fight in. One could argue that Duriel might be more challenging, but that largely depends on your class, as Duriel is in an enclosed space.
